START-UP NY

START-UP NY logoUnder START-UP NY, new, relocating or expanding businesses may operate tax-free for 10 years in designated areas established on eligible college campuses and nearby property where mutually beneficial strategic partnerships are possible. Employees that join participating businesses also will be exempt from state personal income taxes for the ten-year period.

START-UP NY was introduced by Empire State Development in partnership with the State University of New York system to attract new investment from the private sector. Companies participating in the program must align with a college or university's academic mission and START-UP NY plan, as well as demonstrate their contribution to the economic development of the local community.

Hudson Valley Community College wishes to amend its current START-UP NY Campus Plan which was approved in May 2022. The NEW plan will add 32,932 square feet to the Malta TEC park footprint of available tax-free areas for qualified and approved business to locate into. The total designated START-UP NY space is now 220,757 square feet of off-campus space in Troy, Malta and Castleton. Through a memorandum of understanding, G&G LED LLC is building an additional 12,000 square feet on an existing building of industrial and commercial space designated as tax-free areas (TFAs).

This new Campus Plan (PDF) is available for comment by the college community, partners and stakeholders for 30 days. We welcome your thoughts via email to startupny@dbctl.com through Saturday, Aug. 31, 2024.
